The Kenai National Wildlife Refuge is for the first time revising its fire management plan environmental assessment in accordance with national policy. The refuge will take public comments on the draft document until May 31.

“Basically (the plan) will show the public what our general plans are for using fire on the landscape and the types of treatment that we would do in and around the refuge lands near those communities,” said Doug Newbould, fire management officer for the U.S. Fish & Wildlife Service.

The Cooper Landing boat launch will be closed until June 10 for maintenance.

The Kenai and Prince William Sound Division of Parks & Outdoor will use the time to repair an edge of the ramp where gravel has eroded, correct a drainage near the ramp’s gate and relocate signs that have become obstacles for boats when the Kenai River has been high, said Jack Blackwell, division superintendent.

Blair Martin has had the vision for more than 20 years.

It is a farm for at-risk children, and it would address all social ills in the community — teen suicide, high school drop outs, drug use, delinquency and poor work ethic, among others, he said.

The remedy: good, hard farm work.

“It’s a vision that goes across the community,” Martin said.

His vision is Matti’s Farm, a 501(c)(3) non-profit. It would house foster and at-risk children and grow them under the rewards and values of a farm life, he said.

The Kenai City Council voted in its Wednesday night meeting to allow city residents who own vacant parcels adjacent to their homes to build accessory structures on the land.

The council passed also several resolutions in its 45-minute meeting.

“Through the conditional use process, this would allow them to put a 400-(square)-foot building without a foundation for use such as a greenhouse,” said council member Brian Gabriel Sr., the ordinance’s sponsor.
