Frank Roach, 52, of Kenai was arraigned Tuesday at the Kenai Courthouse. 

He is receiving counsel from the Public Defender Agency, which entered a plea of not guilty.

Roach, who appeared in court wearing yellow scrubs and did not speak during his arraignment, is charged with allegedly pocketing donations meant for deployed soldiers through his organization “Alaska Veterans Outreach Boxes for Heroes.” Roach's charges include scheme to defraud, first-degree theft and seven counts of second-degree theft. 

A dozen Kenai Peninsula residents stood in front of the Kenai Courthouse on Monday afternoon. Their picket signs touting alleged systemic corruption originating from the government building 20 feet away.

They stood in support of David Haeg, a once-prominent hunting guide fighting against the Alaska court system. During an April 30 court hearing that fight crept forward, but the state argued its opposition at length.

As spring breakup winds down, road construction projects ramp up.

Work zones will at times slow traffic on the Kenai Peninsula's highways in the coming months. State officials are reminding travelers to remain aware when driving this summer.

"When (drivers) spot any workers out, slow down," said Doug Schoessler, Kenai Peninsula Borough's road service area director. "It's similar to speeding in a school zone where there are kids at risk."

Three young men who vandalized Nikiski Middle-High School were sentenced Thursday at the Kenai Courthouse.

Anthony Ming, 21, Roy Bellamy, 19, and Karl Buchholz, 19, all of Nikiski, received sentences of 30 days "shock" jail time or 240 hours of community work service in lieu of jail time. They also are required to pay an undetermined amount of restitution.

"I've seen school vandalism before but nothing with the depth or breadth of this offense," said Judge Anna Moran. "There are more appropriate ways to deal with anger."
