On dipnetting I am voting for option 7. A  dipnetter would purchase a dipnet permit for $200. Upon completion of harvest the head/backbone for each fish would be delivered to the grinding station. The parts would be ground to 1/4 of an inch, consistent with current DEC regulations. At this point their individual harvest report would be completed and turned in. A chip would then be issued. The chip could be returned for a refund or retained and later presented for a new harvest card the next season.

From Voices of the Peninsula, Aug. 20, “Sometimes Fisheries Must Change with the Times,” I offer some timely rebuttal.

Commercial fishermen were limited to protect the resource on the heels of the same laws introduced in Washington and Oregon. The law was also enacted to ensure that permit holders could earn a livelihood. Guides remain unlimited. Dipnetters remain unlimited. Charters are now limited, somewhat. Area H extends from Seward to Susitna. If the permit card spoke it would say salmon, all species! 

Today I received my borough election mag. Inside there are some very informative biographies and background information on the candidates. What is not included however is where candidates got their money.

The 30 day APOC report for Mike Navarre shows maximum contributions from Bob Penney and three family members. There are also 20-30 contributions from Anchorage residents. There are at least three KRSA board members. We all know Mr. Penney has millions of dollars but Kenai Peninsula residents must remember he has only one vote.

Regarding the letter titled "Do we really want more tourist dollars?" (Peninsula Clarion, May 24): The commercial fishery has not fished on early Kenai kings since 1978, the original Cook Inlet Management Plan. The escapement on that run of kings has been dumbed down to a "range" of 7,000 to 9,000 kings. This was done to promote in-river angler opportunity. One account states that guides average one fish per boat per day. Remember the hook and release debates? The late run kings remain robust however those kings are getting smaller.
