Restrictions on property rights amount to theft

In 1996, the Kenai Borough began to take control of private land from property owners, with no compensation to the owner. Then in 2008 and again in 2011, the Kenai Borough took more land from private property owners. Since 1996 the borough has created local ordinances to legitimize their taking from more than 4000 parcels of private property. Most property owners were unaware their property was taken until well after the fact.

Borough health care benefits will affect tax burden

Mayor Mike Navarre believes Borough employees are entitled to an increase to $20,000 per year for health care premiums paid by local taxpayers. The Mayor recently introduced KPB Ordinance 2011-19-82, which is set for a single public hearing on May 15. If approved by our Borough Assembly, everybody will pay additional taxes to support this increase in employee benefits, in order to balance the FY 2013 Borough budget.

Be informed, be involved and vote

Congratulations to all of you who, according to the Borough Assessor, your property is now worth more money ... in some cases a lot more money! But assessed value is only part of the calculation the borough uses to decide your taxes. In June, the Borough Assembly decides how much of your money they want to spend, sets the mil rate and sends you a tax bill in July. Everyone pays property tax even renters! There is nothing you can do about property values increasing, but there is something you can do about your future tax bills.

Ordinance ignores will of voters

At the Jan. 3 borough assembly meeting they will vote whether to give $100,000 to the non-profit organization Kenai Watershed Forum. At issue is not the value of services provided, but whether voters and taxpayers support funding of non-profits. There is also the question of whether the borough has the legal authority to spend this money for "economic development" purposes.
