It seems as if there are

It seems as if there are funds available for the people, our elected officials think they have the right to tap into it and take whatever they want out of it, the same as Bush did with Social Security. No wonder there is no money left in the coffers. These elected jerks can't wait to get their hands on it and decide what they want to invest it in, no matter how their constituents feel about it.
