Manny McConville labors Wednesday on the roof of the state office building in Kenai, where he and other workers are adding six inches of insulation in time for winter. Frank Earhart, president of Earhart Roofing, said he expected the project to improve the building’s insulation rating from R12 to R40. He said he was happy to have clear sky for his crew to work.
