Coast Guard petty officer charged with abusing boy

A 31-year-old Soldotna man, who is a United States Coast Guard second-class petty officer, has been charged with sexually abusing a 4-year-old boy who is the son of a woman known to the man.

John R. Blackman Jr.’s charges include second-degree sexual abuse of a minor, second- and third-degree assault and tampering with physical evidence. He paid a $2,500 performance bond and remains out of custody.

Soldotna Police officers investigated the allegations of abuse after receiving a March 4 call from the child’s mother. She reported bruising on the boy’s neck, arms, back, legs and genitals, according to court records. The alleged abuse happened at her home.

The child was taken to a registered sexual assault nurse examiner in Kenai who indicated the injuries were severe and would require follow up from a medical doctor, according to court records.

Blackman had periodic contact with the boy and his mother at their Soldotna home. The mother said she first became suspicious of the bruises two months earlier. Blackman allegedly claimed the bruises were caused by tripping and sledding accidents, according to court records. Shortly after, the mother allegedly took pictures of the bruises using a cell phone.

The mother recalled several times hearing her son crying while alone with Blackman. He would not allow her to see the boy and informed her he was handling the child’s behavior, according to court records.

Police report at one point the mother was “physically restrained” by Blackman when she tried entering a bathroom to see her son.

On Feb. 29, the mother said she discovered the photos on her phone were deleted. When she asked Blackman about the photos, he allegedly admitted to deleting them and told her not to call the police, because he “would lose everything,” according to court records.

Later, Officer Rory Espy interviewed the boy, who alleged Blackman used his hands to hurt his genitals. He also alleged Blackman punched him in the stomach, threw him down the stairs and hurt his arms because he was crying.

Defense attorney Andy Pevehouse has submitted a request for bail modification asking the court to permit Blackman to leave the state of Alaska if he is aboard a U.S. Coast Guard vessel for work purposes.

Blackman is allowed to work as long as he adheres to bail conditions. He was assigned earlier to the Coast Guard Marine Safety Detachment, Kenai, but is now attached to the U.S. Coast Guard Cutter Hickory, a buoy tender homeported in Homer. Hickory periodically does missions outside of Alaska waters, including a planned mission March 17 to 26 to Ketchikan. Alaska state waters extend three miles from the coast.

The U.S. Coast Guard is conducting its own investigation, according to court records. Blackman has served in the Coast Guard for 11 years.

He performs import maintenance, such as sewage system and air conditioning repair, said Lt. Michael D. Newell during a March 9 court hearing.

A preliminary hearing is set for March 27 at the Kenai Courthouse.

Why isn't He "In the Brig" & denied any Bail ?

What will stop him from Jumping Ship the 1st opportunity ?

Outrageous Judicial Conduct

The Clarion could do more by printing the name of the Judge who let this perv continue to operate. The people need to know the name of this Judge so we never vote to retain he/she again. A $2500 performance bond??? Let Blackman leave the state??? If Blackman had been drunk and ran over the boy you can bet he would still be in jail. These are grave charges and Blackman is entitled to attempt to clear himself, but the public is entitled to protection until Blackman is put away for his disgusting crimes. Please print the name of the Judge so that informed citizens can stop outrageous judicial conduct by voting not to retain incompetent judges.

Appalled!!!

$2500 bail and has 3 felony abuse of a minor charges...2 of which were sexual. Then he has one charge against him for trying to destroy the evidence! That is not the actions of an innocent man or a man who stand trial and face his crime and take his punishment!! If you are wanting to know the name of the judge you can look it up on Courtview...I did, it's Illsley.

To the judge who handled this case....... Your decision defies all logic. No human being with a brain or a heart could possibly come to the conclusion that this man should be allowed to walk free. Mr. Blackman and yourself give all those who choose to "serve and protect" a black eye. As the taxpayer who pays both of your salaries I am disgusted. Two words for you both....... You're Fired!!

This type of action by people

This type of action by people has gone on for probably the 6000 yrs of mans history, it just seems to be at an epidimic stage today. Have you ever wondered why?

If true, could this type of persons mindset & actions be due to the promotion of supposed rights to do what ever we feel like or do things we deem as good for us, all promoted by the GR8 Union of civil liberties? What a joke aclu is, it only reduces the rights of many with their BS of freedom, when in reality they impose Slavery on all people, slavery of HAVE IT YOUR WAY, nothing else matters.
At every turn there are laws being promoted or passed, all of which promote such actions, take the proposition 5 in Anchorage, or proposition 8 in California, beastoligy oked for our military, and on it goes with perversion being oked at every turn.
When immoral people are allowed to write their own moral rules, morality always seems to go by the way side, all of which produces a lawless society thats bent on personal pleasure of every kind.
There becomes no fear of penalty for immoral actions, all of which produce nonstop decline of our societies filling our prisons & court rooms with repeat offinders.

How ever, this type of accusation against some one has also erupted into an epidimic of false accusations against innocent people out of spite by many spouses or lovers, all as a means of revenge against others for one reason or another.
It has become probably the #1 accusation against people, especially over the last 40+ years.
I have known a few people that have fallen victim to these types of accusations, even back in the 1970's that we're totally innocent.
It's a terrible thing for this to happen to children, but it's just as bad for some one to be accused when they are innocent, it's the one thing that always seems to hang around even when proven not to be true, and proven false.

This is one of those things that we seem to classify as real sin, which i agree is one of the supposed bad sins, all the while we over look same sex partnerships, or animals or abortions of 6000+ babies a day as being all right & a persons free will or life choices. Really?

Make no mistake every sin will be called into question & answered for & the Judge will require one form of punishment or another for all the worlds sins, if not in this life, the next.
We are in some major troubles as a nation with our supposed Freedoms, all of which will cause this nation to fall as many other sinful nations have fallen before us due to immoral actions pertaining to Free choice. God help us all.

Prayers for this baby & mom, as well as the man accused of these actions, they all need healing, and for the truth to come out.

Not defending petty officer.

I do not agree with the terms of release! If the evidence is strong enough to charge Blackmon and he is indicted by a grand jury, he should be remanded to the court and held.
However, regardless of his position of incarceration, he is still assumed innocent until found guilty by an objective jury of his peers. Some posters here would make poor jurors as they have assumed his guilt based on a 300 +/- word article. So much for a fair trial!

Innocent until proven guilty

To the people out there who continue to say negative things about a John Blackman Jr., you should really try to learn more about the accuser and more about the situation before you pass judgement. I am sure some of you have been in a situation where someone was out to cause you problems, and would go to the earths ends to do that. Some things aren't always what they seem. Be careful to be so quick to pass judgement on another. I personally believe God is the only one that can do that, and it is not your place to do so. The lies and the truths will all come out in the end, so until then, try not to be so judgemental. Think of actually praying for the people involved.

This man has not been found guilty of any of these charges and what happened to innocent until proven guilty.

KK & mago, thats exactly what i said above about this type of accusation being used to destroy or get back at some one, all due to the labeling of this sin being more terrible than others.
This is used more times than one would be believed, i have seen peoples lives destroyed due to False accusations like this.
So as i said, pray for the baby, mom & man involved here due to those facts, and that the truth will come forth as sometimes it is true, or false and needs to be resolved.
I know of 4 such cases personally on the kenai & a couple in the lower 48 where it was a vendictive get back at some one case, with absolutely no proof ever found by investigations.

The main thing is that if false, the accused is targeted for life & has to live with it's effects at every turn with fear of being accused again all due to past accusations.
All of which is also very said when this happens to some one as well.

Heartbroken

These are serious charges. I believe in justice but when there are children involved the judge should protect the victim. There had to be enough evidence for a grand jury to endite him. Innocent or not, protecting the justice for the victims should take priority. How does 2,500 bail fit the crime. If this guy even shows up in court, and if proven guilty... Throw the book at him. People want to remind everyone about innocent until proven guilty while physcos are hurting our children and getting soft sentaces. Mothers please protect your children from these creeps.

It's obvious to the whole universe that if guilty, Blackman is filthy and degenerate and that JUDGE ILLSLEY needs a psychological overhaul. BUT WHAT ABOUT THE BOY'S MOTHER? She observed him crying in the presence of Blackman SEVERAL times? He physically prevented the mother from seeing her own boy? He erased the photos of the boy from the mother's phone? AND THE MOTHER KEPT SEEING HIM? Hello? Hello?

I want to start out with I am totally for Innocent until Proven Guilty and I also want to say if it's REVENGE that it's sad...But SERIOUSLY do you think a 4 year old knows how to lie? or a Dr? I don't think so!!!

A U.S. Coast Guard Petty Officer, from Soldotna, has been charged with sexually abusing a child. Court records show that 31-year-old John Blackman, Jr. was arraigned in Kenai Superior Court on March 6th; and formally charged on allegations of sexual abuse of a minor in the second degree, assault in the second degree, assault in the third degree and tampering with evidence. The charges are in connection with an investigation by the Soldotna Police Department into the alleged abuse of a four-year-old boy. Sergeant Rob Quelland explained how the department first learned of this alleged abuse.

Quelland said it was the mother of the young boy who came to the police department. Quelland said the wounds to the boy were severe, including bruises to his neck, back and genitals. Quelland said the mother and Blackman were in a relationship and living together. Quelland said this alleged abuse occurred over an extended amount of time.

So what do ya'll think about

So what do ya'll think about relationships with two males or two females and these same sex couples are allowed to have or adopt children?
Do ya think these kids are gonna be normal as ALL of nature shows normal to be, or will they be involved in perverted, unnatural actions as well?

I'm just trying to understand whats the differance here in this case that has not been proven true, compared to true actions being commited daily with the consent of our courts?
I don't think either one should be allowed, yet one of the two is being allowed & it's legal.
What's up with this perverted view & supposed justice for kids??

The thing is that if proven false, there is absolutely nothing the man can do to the accuser for this false accusation.

It's like when Sarah Palin was accused time after time of wrong doings by that woman when she was OUR Gov., Sarah could do nothing to this false accuser after each time she proved she was innocent. (i guess she was a woman, hard to tell by looking, but that's another story)

There are laws against false accusers, it's called slander. If you can prove beyond a reasonable doubt that they KNEW it wasn't true and put it out there, it would be "Defamation of Character."
Sadly the issue in this case is that the bail based on these charges was not fitting. IF the the evidence mentioned in this article is true, then a innocent child was hurt very badly. In most cases the process is not taken thus far if the charges are fabricated.
Child abuse is so heinous in nature that one must take all charges seriously and act accordingly.

The judge that granted his bail was Sharon Illsley, but his motion for bail was unopposed. Perhaps if someone had opposed it, she would have ruled in their favor.

Innocent until proven guilty

Come on people! Do you really think a judge would release an individual on a $2,500 bond with these types of charges? I believe there is much, much more to this case than meets the eye. Unfortunately, due to the irresponsible "journalism" of the Clarion, once this young man is found innocent of the charges & the truth is revealed, this young man's reputation will have already been ruined and possibly his career ended. The ignorance of some of the posts I've read is absolutely appalling. My prayer is for truth & justice for all.

Believe It or Not....Thank You to you and your sister for taking a stand on this!!! There will always be someone trying to contradict the kids on Child Abuse and it's time to take a stand!!! If you didn't report it,It could of become a deadly situation in alot of cases in the US right now!! We as a society need to stop it,These kids are our future!! My heart breaks for this lil boy and is in my thoughts and prayers!!

for those who are rude

I know the mother personally and her children. She is not a mother that would allow something like this to happen. She loves her children very much and is a very good mother. Everyone makes mistakes and you never know what kind of person your with.
For those of who are actually concerned about the little boy, he is doing ok but will need lots of counceling and medical to make things better.
Blackman is nothing but a abuser and deserves to be put in jail for all of this.
Need I say that he has a little girl and has lost temporary custody of her as well.
If things go right at this hearing, this guy is gonna be put in jail for a long time, lose his little girl, his job, his reputation.
So stop bashing on the mother cause you know what she loves her kids. She will do anything for her kids.
Those of you who know who the mother is, how about keep it to yourself and not slander her name all over the internet. thank you.

A reporter for a paper must be very carefull on what they write. He quoted the mother in many instances. Who is lying then.
The article has infuriated many due to the lack of "mothering" by this friend of yours.

He was indicted today - 2 counts Sexual Abuse of a Minor 2nd degree, 1 count Assault 2, 3 counts Assault 3. Arraignment in Superior Court on 4/10.

This guy is a disgusing perv

I can tell you from experience this guy is a Monster. He beat my best friend on numerous occasions, as she was previously married to him. I mysef was in the U.S. Coast Guard when he beat my best friend, and I do not know why he is still in the U.S. Coast Guard. I am here to tell you what a scum bag John Blackman Jr. is. I personally knew him. Obviously he has not changed one bit. Instead of beating up on woman now, he has moved onto innocent children. I deplore the Judge that let this creep free to walk the streets. I hope he get what's coming to him. I hope he rots in HELL!!!!!!!!
