Soldotna capital projects list includes variety of developments and improvements

The Soldotna City Council adopted its capital improvement plan last week.

The 10-item list for federal and state project funding for fiscal year 2015 includes specific projects as wells as funding requests for general maintenance updates and repairs.

The council met for a work session to discuss the list before its regular Sept. 25 meeting.

The first project on the list is the Soldotna Regional Sports Complex renovation and expansion. This is the only item on the list without a funding request amount listed. The current master plan lists the cost at $23-27 million. The council will meet Wednesday at 5 p.m. to discuss possible amenities and project cost.

A new roof for the sports complex is the second item on the list with a $1.2 million price tag. Funding for a new roof is allocated in the multi-million sports complex mater plan. Multiple repairs have been made to the 30-year-old roof throughout the years, according to the project description. The project has been listed as a legislative priority in fiscal years 2012, 2013 and 2014.

Water and sewer improvements at Centennial Park have also been identified as a priority project for the last three fiscal years. The project has an estimated cost of $1.4 million. “This project will enhance the sanitary conditions at the over-crowed facility,” according to the project description. Some of the funding would be put toward additional flush toilets, City Engineer Kyle Kornelis said.

The council voted to move West Redoubt Street sidewalk and lighting, originally listed as the seventh project to the fourth spot on the list. Development has increased throughout the years along the street, according to the improvement plan, which has created a need for sidewalks and lighting for pedestrians including school-age children.

Construction of a $2 million maintenance shop at the Arbor Avenue maintenance department location made the list. Kornelis said the property was improved with the thought of building a shop there in the future in mind.

Iron Ranger auto pay stations throughout Soldotna’s parks made the list as the sixth item with an estimated cost of $45,000. City Manager Mark Dixson said the pay stations would not cut the number of employees. The stations would instead likely give seasonal employees time to work more efficiently and on other parks and recreation summer needs.

General sidewalk repair and construction throughout the city moved from the fourth spot on the list to the seventh. The requested funding is $200,000. If awarded, the money would be appropriated to projects on an as needed basis, Kornelis said.

The next list item is also a generic grant for citywide street and utility improvements. Kornelis said Soldotna was awarded a similar grant three years ago that was useful as the city had funds to take care of issues promptly.

A funding request for Swiftwater Park improvements in the amount of $415,000 made the eight spot on the list. The grant would be put toward new outhouses and street improvements.

The final item and one with the lowest estimated cost is a signage project for all river parks. The $35,000 project would “help guide visitors to better use the river and prevent damage to the environment,” according to the project description.

The list is based on the fiscal year 2014-2018 Capital Improvement Plan, Soldotna’s Comprehensive Plan, prioritized needs and public input, according to Resolution 2013-069.

The estimated cost of the projects can be revised as necessary and voted on by council.

City Manager Mark Dixson said he would like to bring the list to Gov. Sean Parnell’s office in mid-October.
