Clarion — get your facts straight. After all public comments were made at the Nov. 5 Anadromous Task Force meeting, the “facilitator” made several biased comments. He made personal comments at the end of the meeting where he had the last word, not the public — many find that inappropriate. In an inquiry of whether or not neighboring Boroughs allow their Chief of Staff or Deputy Mayor to act as a voting member of a of a task force while acting as the facilitator, the verdict is it’s an ethical conflict of interest.

Also, the Anadromous Task Force was and still is unbalanced. The Anadromous Task Force consists of members from the State, Borough, River Center, Fish & Game, Borough Assembly members, Borough Planning Commission, a KPC scientist, and only two private property owners that have no tie to the State/Borough. Do you really think the Clarion needs to protect and defend Paul Ostrander? How about the Clarion just report the facts for a change — without a slant. Make sure when you report the facts, you report all the facts — not just one sided facts.

Anadromous Task Force -- I agree with Lou Oliva

I also find it hard to believe that ANYONE would think that the Task Force is balanced. The Mayor has stacked the decks with all these people who have governmental ties -- including his own Chief of Staff -- and then the Mayor insists that he doesn't have an agenda???? He says that the process is to gain public comments -- but he only has 2 people on the Task Force, out of nine, that represent us private property owners and tax payers. Hello???? The whole process smells like last week's dirty sock!

Letter to the Editor - Anadromous Stream Task Force

For an administration who had nothing to do with the passage of Ordinance 2011-12, Mayor Navarre is making it difficult for himself for its implementation.

Faced with rising concerns about the broad sweeping effect of this ordinance for property owners, Mayor Navarre formed a Task Force. Instead of going to the Assembly to obtain a resolution to establish the Task Force he decided to use his authority thereby completely owning the process. He then posts on the Borough website a very narrow scope for the Task Force i.e. determine whether some of the lakes included in the ordinance by the state catalog needs to be modified. The real purpose of the Task Force should have been whether Ordinance 2011-12 should be repealed in its entirety, amended or left as is. That would have been an unbiased scope of work for the Task Force.

The concerns that Lou Oliva and Wenda Kennedy express about the appointments to the Task Force are very valid. Why appoint the Assembly member who was the originator of Ordinance 2011-12 on the Task Force and will defend it to his death? Or a member of a state agency who agency is concerned with a conflict of interest and is not permitted by that agency to be a voting member? Or two biologists who share an established view that green belting all anadromous streams in the Borough regardless of the state of human impact is a good thing? Is it reasonable to have only two property owners represented on the Task Force? After all, private property owners will bear the brunt of the effects of the ordinance.

The Mayor then appoints his chief of staff to be the ‘facilitator’ for the task force who has voting authority and then states that this is a fair and balanced approach. The chief of staff has made public comments about the possible outcome of the Task Force and also about the need to ‘squash’ and ‘squelch’ the “misinformation” he perceives is being fueled by the opposition to the ordinance. These comments were widely reported in the Clarion. Would it not have been better if the Mayor appointed a respected member of the community, separate from the borough, to head the Task Force? The chief of staff could be then assigned to assist the Task Force administratively in their work. Instead, the chief of staff is wanting it both ways: (1) to act as a facilitator (a term he likes to apply to his function on the Task Force which, by definition, is supposed to help the process along without taking sides) (2) be a voting member of the Task Force under Robert’s Rules as the presiding member. The Mayor and chief of staff argue this is a distinction without a difference. I could not disagree more.

The Clarion is correct in saying the Task Force has an important assignment to assemble recommendations regarding the future of Ordinance 2011-12. People are beginning to pay attention to the significance of this ordinance. Many don’t like the ‘California-lite’ that the ordinance symbolizes to them. Over 1,600 people have signed a petition to repeal Ordinance 2011-12. In the end, this Task Force and its recommendations will be evaluated by the people as to its fairness and balance. So far, the handling of the Task Force by the Mayor and his chief of staff has been needlessly inept and raising questions as to its built in bias.

A reasoned position....,thank you santini. I must tell you it's refreshing to hear a levelheaded argument with specifics instead of the blather that often gets posted here.
I don't entirely agree with you on all of your points but I do agree that the process could have been handled much better.
Thanks for taking time to enlighten me.

Long or Short, it's still the same!

No matter if it's Santini or others as well give a long version or the short version by others, as well as my self is given, the story about Mikey still remains the same as HISTORY SHOWS.
Mikey Navarre does now, as he has always done and will continue to do, either one means Bad News for me and you!!
What would FRED say, "Save your Bread, Use your Head, Vote for Fred." No more need be Said.

Disagreement is not Hate

I never said i Hate Mikey, you did. I said his past will show his future and it does at least for the 35 yrs i have lived here on the Kenai and watched the boy at work & play. The boy cares for Mikey and Mikey alone and his past, as well as his present shows these facts of what the future will be in regard to his desires/politics for some sort of legacy as a supposed servant, supported by the public.
A dislike for his policies of self does not mean, nor constitute a hate for him in any way. I don't like the policies of Murkowski or Begich or even Obama either, so i guess according to you i hate them as well? I don't, just disagree with their ideals, just as they would probably disagree with mine, kind of like you do BL.
It is funny how if someone disagrees with someone now it's classed as Hate.
Of course this is not always the case with some people and their differances with others will result in a hate relationship, or a love hate relationship.
Have a GR8 Day and Remember WHO loves ya.
Once again What would Fred do and you should have used your head and saved some bread, comes to mind?

Sorry watchman it's just that every time his name comes up you accuse him of self serving policies being a career politician, etc.so that's how it seems.I apologize, it was wrong for me to make that assumption.
How does having 11 or 12 years between his his last term of office and this term make him a career politician?Show me some instances where "The boy cares for Mikey and Mikey alone".Tell me what he has done in the past that is a blueprint for his future.Tell me how he's been a worse mayor than the last couple of guys.Tell me what kind of personal gain he will get from this salmon stream deal.

Please give me something other than empty accusations and aspersions of the man's character.

Read above letter & others

Your answer was given above by others in this letter as well as other letters before Mikey was reelected as BM and sence he was elected. Sorry for upsetting you about Mikey and your probably right, my opinion has been expressed and needs not be further expressed about his Past, Present, as well as Future acts as a public servant that we all pay for, one amoung many.
Nothing more about Mikey from me, other than maybe from time to time a simple Told Ya So, but probably not even that from me. As i said before i do not hate Mike or any others that i disagree with. Thanks for pointing out the appearance of hate from my opinion here and i will try to regulate or better express my self as we go foreward together as Alaskans and Peninsula residents wanting the best for all citizens i do hope.
Have a GR8 rest of the yr and stock up on nonperishables while you can.
And have a GR8 12-12-12 tomorrow, it's the last time we will be able to celebrate this date for a while.
