New electric rate structure causes static

In the tradition to Chilkoot Charlie (we cheat the other guy and pass the savings on to you) HEA has enacted a Minimum Energy Charge for the first 150kWh or $17.72 in addition to their monthly Customer Charge. The KPB adds insult by imputing a 3 percent tax on something not always consumed by the rate payer. HEA has offered the explanation that the new rates are "more fair" but to whom (and who do you think they are kidding) and where does the KPB get off imposing a tax on a service or product not always consumed?

Forget about being environmentally more responsible or conserving precious energy, or that non-residents pay real property taxes underwriting local services, or that we eat in your restaurants and buy your goods/services throughout the peninsula. Now HEA wants a targeted subset of their customer base to subsidize resident electric rates?

This is bad policy that will lead to reduced spending by the affected ratepayers who will vote with our pocketbook. Voice your concern to your misguided Board of Directors at the Annual Meeting. I will settle simply for "fair." Being charged for something you don't use? Shameless.
