JUNEAU (AP) -- Alaskans can begin enrolling for their 2003 Permanent Fund Dividend on Thursday, the state revenue department said.
Application booklets will begin arriving in the mail by then and extra copies are available at Anchorage, Fairbanks and Juneau dividend offices and legislative information offices statewide, the department said.
The deadline to apply for the 2003 dividend is March 31. Applications must be postmarked by March 31.
''Each year almost 2,000 Alaskans lose out on the dividend because they miss the application deadline,'' said Larry Persily, deputy commissioner for the state Department of Revenue.
The dividend, which will be based on the permanent fund earnings for the past five years, will be announced in late September.

Note: First-time applicants and people who were absent from Alaska more than 90 days in 2002 may not file online and must submit a paper application.
