Lemme see if I understand. I pay the 'govmint' more money to tell them they're robbing me already, then if they fess up, they give me my money back. Sounds like leaving a chicken for the fox tonight so that it bring backs the rest of the chickens it stole last night. Talk about a stacked deck against the property owner!
Instead, why not refund the fee if my appeal is rejected?
