Man charged after running gate at Elmendorf

ANCHORAGE (AP) -- An apparently delusional man ran a gate leading onto Elmendorf Air Force Base over the weekend, Anchorage police said.

Robert Cloud was charged with making terroristic threats, trespassing and resisting arrest following the incident Saturday.

Police said Cloud appeared mentally disturbed during the disruption that prompted military officials, Anchorage police, the FBI and the Elmendorf and Anchorage bomb squads to respond.

Cloud, driving a Jeep Wagoneer, failed to stop and show identification at the Government Hill gate. When authorities apprehended him about a quarter-mile onto the base, Cloud rambled that ''he was on a matter of national security and that planes were going to fall out of the sky,'' Anchorage police Sgt. Ray Jennings said.

Cloud told law enforcement officers that his car contained a black case filled with something potentially dangerous. Authorities X-rayed and remotely opened the case, which turned out to contain tools, Jennings said.
