Future scenario: A man walks to the confluence of the Russian and Kenai rivers. Time of year is late June at the peak of the early sockeye salmon run. In his hand is a red object and he announces to the crowd lined up in the water, “Ladies and gentlemen, reel in your lines and step out of the river. This is the start of the federal subsistence dynamite salmon season. Any stunned fish found downstream must be returned to me so I can take them home to my starving people in Ninilchik.”
