JUNEAU (AP) A Juneau man was seriously injured Sunday after a homemade explosive device detonated.
Richard See, 20, was hospitalized with shrapnel injuries to his neck and upper torso.
Juneau Police Officer Kim Martin said the station took a 911 call just before 8 p.m. from a home in the Mendenhall Valley.
The caller said See was injured from a black powder explosion and bleeding from the neck.
Police said See and Justin McBride, 19, made the explosive device based on a ''confetti popper'' design.
Shrapnel from pipe went through See's neck, possibly injuring his jugular in two places, according to police. He was taken to the hospital for evaluation and later transported to Anchorage for further treatment.
Shrapnel also hit McBride and Adrian Hosiner, 18. A 16-year-old juvenile was not injured.
McBride and Hosiner refused medical treatment at the scene and were later transported to the hospital by a friend for evaluation.
The district attorney is reviewing the incident.
