Police charge Anchorage man in rifle fire incident

ANCHORAGE (AP) -- An Anchorage man has been arrested after firing a rifle out the window of an apartment building.
Rickey James Luquette, 27, was arrested Sunday and charged with multiple counts of reckless endangerment and misconduct involving weapons, police said. He held officers at bay for about an hour.
Negotiators managed to talk to the man and persuaded him to give himself up.
