Drug testing not a good use of school funding

Why is the KPBSD considering drug tests for students? It seems like every year more teachers are cut, and budgets are cut from the arts and sports programs at the schools. Drug testing students doesn't seem like a useful or beneficial use of the district's resources to me. Students suspected of abusing drugs should always be referred to local authorities; defraying the cost away from our extremely budgeted district.
