Ketchikan considering cell phone ban for drivers

KETCHIKAN (AP) -- Drivers who use cell phones could face a $50 fine under an ordinance being offered by a city council member here.

City Council member Tom Coyne, who proposed the ban, said he will introduce it to the full council after he fixes a technical glitch in its wording. Coyne withdrew the ordinance for consideration at Thursday's meeting.

The ordinance bans motorists in this town of about 14,000 from using cell phones unless they are dialing, answering the phone or calling 911.

Devices that allow cell phones to be used ''hands-free'' are exempt from the ban.

Midge Clouse, a local government specialist with the Division of Community and Business Development said she is unaware of any other Alaska community that has enacted a similar ban.
