Gas prices questioned

Now that the price of oil has dropped $30 to $115 per barrel, a 20 percent decrease, why hasn't Tesoro or Holiday dropped their prices?
During April, May and June, every time the price went up $3 per barrel, they raised their price 10 cents per gallon. Why aren't we seeing the same change when the price goes down?
