Service area boards lack candidates

Service area board positions? There are 21 up for grabs in the Kenai Peninsula Borough municipal election on Oct. 3.

A total of 19 candidates are running; seven are incumbents. Six board seats have no candidates.

"Where no candidate has come forward and filed, that particular service area board can appoint someone to fill in until the next regular election in October 2000," said Sherry Biggs, deputy clerk for the borough.

Recently given the responsibility for coordinating service area board activities is Ed Oberts, assistant to Borough Mayor Dale Bagley.

Peter Mysing of Kenai is running unopposed for the North Peninsula Recreation Service Area, Seat C, a three-year term. He has already served two terms for this large area that encompasses Tyonek. Mysing describes the duties of this service area as providing recreational opportunities for those people within its boundaries.

"We have a swimming pool, ball fields, a nice covered hockey rink, a recreational program for Tyonek," Mysing said. "And we also have a cross-country ski trail and just purchased some acreage next to our facility out there that we're going to expand our trail system on.

"We're also in the final process of preparing the bid for some handball and racquetball courts, which we hope to install next summer as part of the pool building."

It might have "recreation" in the name, but being on the board involves some hard work.

"We're right at the point where we're finishing a five-year plan," Mysing said. "We want to survey the residents and get their feelings on how the current level of recreational programs are serving their needs and if there's anything they'd like to see added or deleted."

He said the board works closely with the borough.

"We have to work closely with the borough because it really has the powers," Mysing said. "Everything we do is in pretty close conjunction with the borough."

With all that work involved, why is Mysing running?

"I think people should be involved in their community and volunteer for things and help out," he said. "And there's some projects I want to see completed."

Robin "Bob" Pennington of Soldotna is running unopposed for Seat A, a one-year term on the Central Peninsula Emergency Medical Service Area/Central Emergency Service Area board. He's completing a three-year term on that board's Seat C.

"We need to keep an eye on how government spending goes," said Pennington, explaining why he chose to run for another term. "If we don't, it's our own fault."

For this particular service area, Pennington said, the board goes over budgets, gets involved in buying trucks and replacement vehicles, and keeps an eye on the ambulance runs.

"Anything the fire department does, we get involved in it," he said. "Basically, we just work as a board of directors."

Would he recommend this volunteer opportunity to others?

"I think anyone would be interested in what we do," Pennington said. "It's a good experience. It would help you out in business, seeing how things actually operate on the government level. It gives you kind of an insight on things like that. I've enjoyed it."

For Robert Craig, who is running as an unopposed incumbent for Seat D on the Anchor Point Fire Service Area board, involvement comes from his commitment to community safety, according to his wife Lora.

"He feels 'married' to the service area," she said. "It's important our area be covered by fire and ambulance protection."

Besides serving on the service area board, Robert Craig is a fireman and an Emergency Medical Technician III.

He also instructs EMT I and Firefighter I training. His wife served as secretary for the community fire department until July and has been the volunteer dispatcher since 1980.
