VOTER QUALIFICATIONS: A qualified voter is a person who is a citizen of the United States, at least 18 years of age, who has been a resident of the State of Alaska and the Kenai Peninsula Borough for at least 30 days immediately preceding the election and who has registered as an Alaska voter at least 30 days preceding the election.
