On the invocation issue. . .
Here’s a simple solution. Pass a procedural rule that states: “An invocation shall be given 10 minutes before the Assembly Meeting Call To Order. The invocation shall be no longer than 3 minutes in length.”
The issue at hand concerns who will speak and what will be said. While it is true that the speaker cannot be barred from speaking based on religious grounds, it is equally true that the audience cannot be forced to listen. Those who want to listen may, and those that don’t want to listen won’t have to. The brief intermission between the invocation and the business meeting shouldn’t bother God.
